You do not mention re-installing GP3 after setting up directx. Since you
have a GP3-only problem it might do the trick.

Max, when you re-installed DX7a, did you do it from the MS download or from a
game?  My suggestion would be this: Since GP3 can't seem to find DX7, delete
DX7 again, and let *GP3* load it...  Maybe it will be happy then...
