If i have the bandwidth, do i need multiple static IPs to host several races
at once

You don't need multiple IP's.  To host multiple N4 events, use specific port
addresses as explained in the "n4server.txt" file in your N4 directory.

Then do I need Win2000 or can I keep Win98se?

My league server is running Win 98SE.

Sine it went on line in May, it's hosted 98 league races, and countless
"rotating track" sessions (probably at least 400 sessions).  N4 has crashed
on the server twice.
