NASCAR "Pole bug" fix

--- The fix for the infamous 'pole position bug' has been issued.
It can be found at Tony John's site (/pub/zyllyx/iwcc/paint) at
webcom.com and I took the liberty to upload it to WUarchives
in the /pub/MSDOS_UPLOADS/patches AND /pub/MSDOS_UPLOADS/games/patches
directories.  However, I was a bonehead and renamed the file on
wuarchives and it's called 'NASCAR11.ZIP' for easier recognition.
However, the read.me file refers to the zip file as ncr11.zip.
Sorry for the confusion.... enjoy.

Update NASCAR Racing v1.0 to v1.1

To use:
1.  Copy NCR11.ZIP into your C:\NASCAR> directory.
2.  Unzip NCR11.zip using PKUnZip v. 2.04g.  
    From the C:\NASCAR> prompt, type PKUNZIP NCR11.ZIP <enter>.
3.  Type PATCH <enter>.

Effect:
Will update NASCAR.EXE, HMIDET.386, and HMIDRV.386.

Changes to NASCAR Racing:
1.  Problem of field not racing when player is the polesitter
    has been corrected in this version.
2.  Change to the calibration which will help pedals to
    be recognized in Set Controls menus.
3.  New sound drivers will allow the use of IRQs higher than 7
    with certain sound cards.
