Have you tried the MTMA (http://www.racesimcentral.net/)
or MTM World (http://www.racesimcentral.net/~reybok/)? You will have to join
the MTMA to get the tracks, but it's just a quick form.

Andies 2 and Grand Canyon are excellent rally tracks. You should be able
to find these at http://gamezone.line-art.com/mtma/menuframe.htm

Both of these are not really meant for network play but there are lots
more tracks there, some that are especially designed for network play.
