Chuck,
The easiest to use would be the paint set that included with NASCAR Racing, and
available with the IMS Expansion Pack for IndyCar Racing. With these, you can
export individual cars, which are converted to the PCX format. Once you're there,
you can use the PCX editor of your choice I guess(I haven't tried it myself..).

I disagree. The paintkit program that comes with NASCAR is a poor man's
tool. Certainly a commercial drawing program would be great, but, who's
gonna go out and get one just for painting his cars? Not many of us. I
prefer logging onto the Papyrus BBS and getting NEOPAINT a shareware
program that does most of the things that the winblows painter does and a
whole lot more. It's fairly easy and is great for NASCAR as it will
rotat the entire car to give you a good view of what you are doing.
