Can someone explain to me what the parameters in the <TRACK>.txt files in ICR2
stand for?  I know the parameters for ICR1, so there's no need to re-explain
those.

My main objective is to find out how I can modify the "pit window" so that the
AI cars will pit at correct times in the 200-mile races on 1-mile ovals; i.e.,
they will pit sometime around 1/3-way and 2/3-way through the race.  Sometimes
I see cars pit on lap 5 for no reason (e.g., they didn't crash), other times
the cars don't start to pit until lap 85 or so.

Alter the SPDWY setting.  For example, Michigan has a SPDWY setting of 1 42
43.  The 1 has to do with something else.  In this case, the AI will go 42 or
43 laps before they pit, unless they get damaged.  When you saw a car pit on
lap 5 it was because it either was retiring or was coming in to fix the damage.

Change the SPDWY line, for example:

SPDWY 0 29 31

Means that this is NOT a superspeedway, and the AI will pit between
laps 29 and 31.  

In IICC3 we regularly change the pit windows to suit the human's race distance.

The first number (0 or 1) in the SPDWY setting means the wing type used on
this track, 0 for road course wings, 1 for superspeedway wings (MIS and
Indy). The BLAP setting which means the best qualiying time is good to know,
too. At Australia, Mid Ohio and Toronto the qualifying lap times have nothing
to do with real AI times. You can test this by letting the AI cars drive
10-15 minutes in free practise and then check the best time (with 100%
speed). This should match with the best AI times in qualifying. I noticed
this when I passed 2-3 cars in a single qualifying lap and these drivers
were seconds faster than I was according to the qualifying standings.

In my opinion the AI cars sometimes make unscheduled pit stops early in
the race without damage to fix. I suppose these stops are meant to be for
small mechanical problems or surprise pit tactics. The pit window setting
doesn't affect these stops.
