Check out Lew's Steering Wheels or Wally'sworld (copy now available from an
English server) for help with your project.  I built a wheel from Wally's
plans and it works great.

W95 will say "Not connected" if you select a different number of axis than
are actually connected. That is if you are using two of the axis (one for
steering, and the other for throttle and brake ) and you tell the W95
controller properties that it is a four axis controller then it will say not
connected. You need to tell W95 that its only a two axis controller. Or if
you use three of the axis (one for steering,one for throttle,and one for
brake) then you may need to connect the fourth axis to a 50k ohm resistor or
another potentiometer because W95  doesn't really give an option for
configuring a three axis and will want either two or four axis to be
connected, otherwise it will say "Not connected". W95 also does not like an
axis to be skipped. That is if you have a two axis controller, you must use
the first two axis, X and Y of joystick 1 and not say axis x of joystick 1
and axis y of joystick 2.

Sorry, that's wrong.  If you want to define a 3 axis controller, go to
'Game Controllers' in the control panel, select 'Add' and then
'Custom' and you can define 2,3 or 4 axis as you want.

Oops! Your right. I dont remember what program wouldn't do three axis but I
thought it was W95. Up too late at night I guess.
