When you set up a new driver, you are presented with some options where you
can adjust the ratings of your driver, vehicle, and pitcrew such things as
engine reliability, aerodynamics, strategy, qaulifying, aggression, etc.
You can select on a scale from 0-100 the min and max settings for these
areas.

My question is, do these settings affect MP races?  If I were racing on
sierra, would a driver who has maxed all these settings be better than a
person who hasn't increased the settings?

I'm pretty sure they don't, or everyone would just set their's to 100.  I'm
assuming this is NR2002 you're talking about.

I don't even remember SEEING such a config screen in N2k2...

That feature only affects the car when it is being controlled by the AI.

Like when you choose to drive one of the real cars, you take over for it's
AI.  Then if you include your car in the race it will be controlled by an AI
with the characteristics you've set in that screen.
