        Is there a way to remove the drivers arms but leave the
steering wheel in place?  When I turn off the drivers arms, the
steering wheel disappears with it.

There's a wonderful set of arms somewhere which are semi-transparent. I
started using them because the knuckles on the wheel stick out further
than the default hands and annoy the hell out of me for some reason. The
transparent arms might help you as well.

Sadly I can't remember where I got them from!

I downloaded them but it's still not what I would like.  I just want
the steering wheel.  I notice the patch has a bunch of MIP files.  Is
it possible to modify the .mip files so that they are completely
transparent?  I don't even know where to start.  I have no clue what
.MIP file is.

There is a mip file which creates the driver's arms.  If you change the mip
file to a single color, then make it transparent.....the driver's arms will
not display but the wheel will.  This requires knowledge of mip-to-bmp file
conversion and bmp editing.  If you don't know how to do this, try making a
post on one of the GPL forums where some of the track or car editors hang
out....perhaps one of them will do it for you.
