Framerate drop in multiplayer in N3

I hosted a race last night and after a while my framerate dropped. I have
never hosted a long race before and I never have had a problem with
framerates.(usually 28-30). Anyone had the same problem and know of a fix? I
tried turning details off but it did not help framerate.

Here is my system

366 OC to 550
256 Megs of RAM
Voodoo 3 3000
MX300
Western Digital 7200 RPM HD
3COM NIC
Cable modem

Nascar3 set to:
Everything on
1024x768
20 Drawn ahead
4 Behind
Skid buffer HIGH
Replay buffer 15Megs
Draw distance 5
4 heard with reflections on

I had this problem and it turned out to be MS WebTV, which was installed
by my Voodoo3 3500's drivers.  Details on the fix are in the Hardware
