For the record, I always use whatever is commonly acknowledged by media
sources as a driver's "hometown," whether that be where he was born
and/or raised, or where he currently lives. Likewise, judging from the
ESPN commentary, Salles isn't "really" from Rio, either, but that's what
everyone always says.

Correct, If I remember correclty my fellow Scotsman is from Blackburn, Just
outside Edinburgh to the west if I remember correctly.
