F1GP2, ICR2, NASCAR Racing

I want to buy these games, but first I need a system that can handle
them.  I just want to know what type of system (cpu,ram,video
card,monitor,ect) will run these games as fast as possible.  I plan on
spending not more than $3500 for the system. If you have any suggestions
send them to me, or post them here.
