Here's the deal. Papyrus put a wheel spin feature in NASCAR 2. If you were
using a wheel, you would notice it simply by stepping on the throttle.
However, Papyrus felt that joystick users might not like the feature because
it makes the car hard to control. So, if you are using a joystick, the
feature is not immediately active. They did make a way to activate the
feature (which you obviously found!) but I can't remember exactly how you do
it.
