I asked a question here about comparative speeds a few weeks back.  Just
thought it was an interesting observation today.

   It would interesting to see a lap with both formulas superimposed on the
same screen.  I would bet  MOST of the time lost for CART cars comes with
braking for the last turn and navigating the first two complexes of turns.
Everywhere else I'd think they'd be fairly even.

Also as another interesting stat, the margin between 1st and last place on
the grid in F1 was 4.511 seconds, while in Cart it was/is just 1.905
seconds.

One of the CART drivers (de Matta?) very recently tested for Toyota F1
(iirc).  In the interview afterwards, he stated that the F1 car had an
advantage through the first 3 gears, afterwhich the CART car was equivalent,
then faster in acceleration.  I believe downforce was the variable between
the two platforms with respect to acceleration.  But the most significant
difference was in the braking performance, where the F1 car has the
significant advantage.  I think the driver's comparitive experience supports
your assumption entirely.

   Two different chassis manufactuers, 3 different engine packages.  Some
teams have wind tunnel access, others don't.  Yet they all Q on a new track
in a close pack.
      F1 should quit using that dang 107% rule for qualifying and make some
RACE PACE standard.  Teams like Minardi and Arrows and Jaguar should be
demoted to F 3000 or whatever the next lower rung is.
        Given that F1 is a playground for cheating, or to use milder words:
bending the rules as far as possible...even a spending cap  probably
wouldn't work  They'd funnel money through all sorts of hidden channels.
