Another ? for car artists

What paint program is best for creating cars (other than paintkit).  I
have PaintShop Pro and Neopaint.  i've also heard that you can load the
NASCAR Paintkit palette into one of these programs.  Does anyone know how
to do this.

For Neopaint you need the nascar paintkit palette for it to work.If anyone
