Someone else's setup may not work the same for you. Everyone has their own
style of driving. The ACE setups are better than they were in N2, and you
can modify them to suit your style, instead of counting on someone else's
setup to do the job for you.
Racing isn't only about setups. It takes practice to learn the track,
driving line, braking/shifting points, etc. etc.
I'm not meaning to be condescending or anything here, I am just trying to
paint (no pun intended) an accurate picture of what to expect should you try
a setup not created by you.

"trust the government?? what are you, some kind of moron?"
I would like to know if the setups are particular to each make of car? I
mean, is one setup good just for Ford, or is it better for a Chevy or
Pontiac? Or does it really matter, since Nascar is a spec series anyway.

I don't mean to be condescending here but, wouldn't this line of thinking also
apply to running the ACE setups? I will agree that the ACE setups in N3 seem
to be much better than N2 but, when all is said and done, they are still one
persons' idea of a decent setup for a certain track. So you still have to
learn to drive them, just as you would with any setup created by anyone else.
So your idea that someone else's setup may not work for you doesn't wash.
