I also used to use the TM:GP1 to drive TOCA and I was happy with the
performance.  Like Don stated, it does require some maintanence.  I am now using
a TSW and it performs excellent, although it is quite a bit more expensive.  I
agree that the over the hood view is the best to use for driving.  As for the the
difference in Silverstone in F1RS and TOCA, I believe that F1 and Touring Cars
run slightly different versions of the track in real life and that each track is
pretty accurate in both games with respect to how it is run for real.

I use the TM GP1, it works well with a little maintainence now and then. I've
found the most comfortable view for me is the "over the hood" shot, I seem to
have more control over the car. It's not a pure sim but still a lot of fun to
drive.

I really enjoy driving the British tracks I've read about over the years but
have never seen. How accurate are they? I do notice quite a bit of difference
between Silverstone in F1RS and the same track in TOCA.

Well judging by the real BTCC which is currently up to rounds 11&12 the tracks
look pretty accurate to me. The driving seems to be only slightly less
aggressive than the game :-)

I think a good addition to the game would be to make damage affect your car
handling. Sometimes it's just too tempting to smash into the pack.

The Silverstone track in TOCA is the same as the Silverstone track in
F1RS, but when it's being raced by Touring cars they do not use the
whole of the F1 circuit, so in TOCA you only see part of the whole
track.
