Sadly, this page no longer exists. It now reads:
Sorry people, just when things were starting to get interesting, the
page was gettin 400 hits a day, people started talking, and I was told
to shut it down, they didnt like the dat files, and im too damn lazy to
make a "patch". I believe that if you already own the software then who
cares if I upload a whole dat file, its worthless to anyone who doesnt
have a rendition card, and without the lp files and txt files, what can
they do with it, AND im giving you files that you already have, right??
Sure you could copy the dat and make up the files yourself, but each of
those files creates a unique identity for the track, simply guessing
with an lp editor isnt going to give you a very "realistic" feel for the
track. Isnt reality a big part of a sim??? more realistic it feels the
more you like it. making these files yourself wouldnt be very realistic
now would it? Any way, the page is closed, sorry, i guess the tracks are
gonna have to stay on my puter, not yours, thank your no piracy network.

I'd like to say a great big thank you to whomever pulled the plug on
him, if that is indeed what happened, as he claims. Yeah, thanks a hell
of alot.

Whoever this BDF guy was, he was doing a great job on improving ICR 2
for the Rendition cards. A job that Papyrus Papyrus should have done in
the first place.

So I'd like someone explain to me how this was piracy. You had to own
Nascar 1 and ICR 2 and a Rendition Card in order to use the new dat
files, so how could this constitute piracy. Yeah go ahead, explain it to
me. I guess I'm just stupid.

Technically, the redistribution of the DAT file --- which contains
code written by Papyrus --- is piracy, even if the DAT file is
modified. The patches that modify Papyrus code but contain none of
Papyrus' code are legal and don't require Papyrus'  consent. The fact
that the DAT files are useless without the original product does not
make redistribution of Papyrus code any less contrary to copyright
law.

That said, shutting down the page is, IMO, stupid. ICR2 advertises as
Rendition Ready, yet it's got, what, four tracks that are Rendition
enhanced. That creates resentment. Resentment hurts sales -- long term
more than short term, but it does hurt eventually.

If it's Papyrus that shut him down, they would have been better off,
IMO,  authorizing him to redistribute the DATs, as altered, with an
appropriate copyright notice. They are in fact useless without the
game, and that would have protected Papyrus' copyright and
intellectual property rights sufficiently to avoid potential risk of
the materials falling into the public domain.
