I'm not so sure that creating spare parts will have such an huge
influence on the budget. After all, personel is already paid, research
is done, and the material shouldn't cost that much.
However, there might be another problem with the budget cap. The
reason for a budget cap is to allow more teams on the grid. And that's
because the deal with the TV networks guarantees a full grid. So far,
so good. But when the FIA proposes rule changes to make F1 more
atractive for a larger audience, it might divide the budget capped and
none-budget capped teams.
A larger audience isn't that much important for the budget capped
teams, since they can't use the increased income anyway , where the
none capped teams can. It might increase the chance that the car
manufacturers start their own series.
