     If I remember correctly, F1 Racing Simulation was the first game to do
dynaminc (changing) weather.   True?

Nope, the original World Circuit GrandPrix was.

Not exactly, in F1GP (or World Circuit GrandPrix) the weather didn't change
as you drove, which is what's meant by dynamic weather. It had different
weather types (2, dry and wet), but wasn't the first game to have this
feature. Although maybe it was the first where you could have both weather
types on any track, not sure about that.

F1RS was the first one to have dynamic weather that I can remember too.

What about TOCA touring car championship (the first one)? I can't recall
which came out first, F1RS or Toca1

You sure about that? I didn't play Monaco GP (aka F1RS2), but I don't
think that F1RS(1) already had changing wheather during a race.

I don't like to agree with Jan V. ;^) so I'm glad to say that F1RS didn't
have changing weather...

Hmmm... I'm not going to argue as I sold the game about a year ago. I seem
to recall it getting overcast and brighter again when there was only a
slight probability of rain, but it could well be the actual weather remained
constant for the duration of a session. Too long ago for me to be sure.

MGPRS2 has it for sure, but it's not as sophisticated as GP3's (the game is
2 years it's junior though). Was it the 1st? -I don't know, but it sure
wasn't F1GP, which was the main gist of my post.

No, Ubi were the first to make a damn good stab at a wet track.
Although weather could change from time to time it never changed while you
drove in MGPRS2.
I'm not sure if older sims did, GP1 had wet weather but i don't believe it
was dynamic.
GP3 is the first to really have a go at it and came up trumps.
