Two questions...

Here they are...

     1) Is there any way to reset the your fasted lap around a given
track on N2 without reinstalling the game? As an example, I was goofing
around with Arcade mode and drove a 200mph lap aroung Pocono. I want to
get rid of that from the game settings and actually have only my legit
speeds posted there. I have a suspicion that all I need to do is erase
all entries with my name from the Pocono "records.txt" file, but I don't
want to damage anything.

     2) My T2 has a little "play" in the wheel before the car will move
or turn, and this causes me to overcorrect or make general steering
input mistakes because of lack of precision. Is this a sign of anything
dying in the wheel or is there a relatively easy fix? Thanks...

Just delete everything but the first two lines in the records.txt
(FASTN and FASTT) to reset it.

The problem with your wheel, sounds like the bungee cords have worn, and
are now slack, thus giving less sensitively to the wheel.
If you e-mail thrustmaster they will usually send you some new ones.
But it means a bit of DIY from you!!!!!
