It sounds like you have ACPI activated as your "power saving" program.
Besides doing what you describe...it does another 5,000 bad things you don't
want. Next time you install a fresh Win98SE (if that's what you are
using)....install the APM power management module, not ACPI.
Aside from that, why do you have your power management software functional?
It really isn't necessary for a "*** rig"....turn it off.
