While I was at the Melbourne PC Show, they were showing the Hyperace Race
Simulator kit.  The guys that were demoing it were playing various games
with it.  I saw they load up Indycar 2, and then pick a track.  In that
track list, they had Indianapolis.  

What I wanna know is, where'd they get that from?  I haven't seen it on
Sierras web site, or on any game price list for it.  Is it a hack or
something?

A little of both.  "Indy Car Racing" had an add-on that included the
Indy Speedway.  Then, a "hacker" made a converter to bring the ICR
tracks to ICR2.  Forget trying to find the old ICR and Track Pack at the
local software store.... long gone.
