I'm not seeing it in context here Mike, but to me it means SpeedVision

Yo!

In Norway, when using default Outlook Express setting, replys to NGs or
e-mails always starts with "Sv", as opposed to the english "Re". "Sv" is an
abbrevication for "Svar", which is "Reply" in english.

So far we've got "SV" to mean--

Speed Vision
A foreign conterpart to the English "Re"
