Check the settings for wheel lock (garage/suspension/wheel lock). The
defaults of around 15 degrees are virtually impossible with a
joystick. There are very few tracks that need more than 5 degrees
(providing that you don't mind having to first reverse a few yards in
the pits to avoid hitting the car parked in front on your way out).

I would suggest if you are used to playing a console-type game like a
Super-Nintendo you buy a Gravis Gamepad, which gives you that same sort of a
control system.
Or.. you can buy a Thrustmaster T2 Sterring wheel and pedals. Or a TSW.. or
any of the other wheel/pedal combos available. This makes it much easier to
steer <BG>.
Weyr
I use a T-master flight stick (Mark I), and most importantly, a hand
throttle/weaps controller (Mark II). It works great for both Nasc/ICR1
and also ICR II - ovals, but I am having trouble on the road courses on
ICRII. The throttle allows for partial throttle and SMOOTH application
off turns, which I think is key. The main thing I lack is partial
braking (need pedals for that). Anyway, the cost of the system (or it's
new equivalent)is probably equal to a wheel, but I have 6x3 buttons on
my throttle, which allows me to change everything on the fly.
Another alternative would be to get second inexpensive joystick ($15-$20).
NASCAR will allow you to use stick 1 to steer and stick 2 to accel/brake.
This is probably tougher than T2, but I know it was easier for me than 1
stick. You'll also need a Y cable ($5). BTW, one of the problems with
inexpensive joysticks is that the pots can develop bad spots. This can
make steering or accel/braking jumpy.
