does anyone know of any software that would be appropriate to help stroke

If they just want to drive with other cars on the road, traffic lights
that change color and pedestrians, I'd recommend Midtown Maddness 2.
The cops will even chase'm if they speed!  LOL.  Ok, you can turn the
cops off ;)

If they need to learn the rules of the road, there was a Drivers
Education title by Sierra, but I couldn't find it on their webpage.

Don't know where you're located, but I got this title for my wife to learn
with: http://www.gzkidzone.com/gamesell/p12427.asp

She hasn't tried it yet so I can't offer a review.
