Has anyone had a problem joining or creating a race in TEN.

Does Win95 need to be running while on TEN?

Is 16 mgs of memory enough for TEN?

Nope.

Yes since TEN is a Win95 program.

Not really.  You'd be much better off with at least 32MB.  With memory
being as cheap as it is, you might as well go for 64MB.
