The "ring" is also known as Nurburgring and it's one of the 11 tracks which
come with the game; it's not a download. For add-on tracks, one place to
look is the GPLEA: http://www.kotr.de/org/

If you're looking for GPL tracks to use in other games then so far you're
out of luck - nobody has done that yet (that I know of).
