I can drive Laguna on F1RST, as host and by joining other's
sessions, but it's not present when I try to drive locally. I
think Lamans was just available after I tried to drive it as
host on F1RST.

I'd be tempted to remove the track and try re-installing it. I'm
leaning to the belief that I got the LS track from F1RST, and I can
certainly drive it offline. I _know_ I have obtained other tracks
from the F1RST process and I have yet to find one that only appears
in on-line mode.
Just a stray thought: how many tracks do you have available offline?
I have a vague memory of someone pointing out a limit to the number
you can display.
