Me too. A friend showed me a video of CS with 'All your base are belong to
us' but I've got no idea what it's really all about.
The only way I've managed to have good online races in F1 2002 was by having
a passworded game with selectively chosen people with good connections.
Open servers aren't good - it only takes one 56Ker from some dodgy country
to join to turn the game into a warp-fest.
use the drop down box on the FF page to change from full or high to
medium or low. Choosing high doesn't increase the strength of the FF
effects, just piles more on.
ctrl f like they said, but only press it once. It takes a second or
two to be displayed.
Pick a low ping, set your connection to 56k--Yes 56k EVEN if you have
broadband. This will reduce the amount of data the server has to flood your
way. Next each session depends on the host..but after 5 driver you are
really pushing things unless it's a great server line. Make sure...INSIST
that EVERYONE EVEN THE HOST use 56k for a connection speed. and if it's
still jerky..find another race with fewer drivers.
RSDG has been running a huge server for it's Alfa mod...they have had good
sucess with 8 to 16 drivers..but that is a rare bird with the EA sims.

From the Jargon file (http://www.tuxedo.org/~esr/jargon/)
all your base are belong to us
A declaration of victory or superiority. The phrase stems from a 1991
adaptation of Toaplan's "Zero Wing" shoot-'em-up arcade game for the Sega
Genesis game console. A brief introduction was added to the opening screen,
and it has what many consider to be the worst Japanese-to-English
translation in video game history. The introduction shows the bridge of a
starship in chaos as a Borg-like figure named CATS materializes and says,
"How are you gentlemen!! All your base are belong to us." [sic] In 2001,
this amusing mistranslation spread virally through the internet, bringing
with it a slew of JPEGs and a movie of hacked photographs, each showing a
street sign, store front, package label, etc. hacked to read "All your base
are belong to us" or one of the other many supremely dopey lines from the
game (such as "Somebody set us up the bomb!!!" or "What happen?"). When
these phrases are used properly, the overall effect is both screamingly
funny and somewhat chilling, reminiscent of the B movie "They Live".
The original has been generalized to "All your X are belong to us", where X
is filled in to connote a sinister takeover of some sort. Thus, "When Joe
signed up for his new job at Yoyodyne, he had to sign a draconian NDA. It
basically said, `All your code are belong to us.'" Has many of the
connotations of "Resistance is futile; you will be assimilated" (see Borg).
Considered silly, and most likely to be used by the type of person that
finds Jeff K. hilarious.
