Despite its mildly-interesting kitsch value, my advice for you is
to move on. Either try NFS or, if you're feeling nostalgic, try TD2 or
Stunts for a much better experience. Try hard and look for
TD2:California/Euro Challenge, plus the Muscle Car set. Great fun!
Test Drive 3, on the other hand, was one of the most disappointing
sequels ever.

The rightfully-dead mousewheel worked on the same principle as
the lamented mouse-stick. Some genius thought that you could strap a
mouse onto a device that would translate the wheel/stick motions into
mouse ball motions. The product was known for its inaccuracy, tendency
to drift/skip, et cetera. The only good thing about it was that it came
with Stunts!
Its modern equivalent would probably be that idiotic
mini-joystick that's shaped like a gun. Anyone know what I'm talking about?

I've played the Cape Cod scenery disk that includes the Dodge
Stealth and the Acura NSX. It's basically more of the same. I will
admit that the scenery was really nice for its time, much better than the
stock scenery in TD3. Lots of autumn colors, churches, driving on
jetties. You also get to drive the only simulated version of the Dodge Stealth
, an awful car that will be discontinued next year.
If you liked TD3, you'll probably like Cape Cod though!
