Can someone explain this to me?

I have seen on some sites many references to "overclocking" CPUs and video
cards.

I have a PII 333

ATI All in (not so) Wonder Pro (AGP)

Is this something that can be done in the BIOS?  I assume there is some risk
involved as far as overheating.

Toms a little out of date when it comes to O/C anymore. I don't think
he's updated it since AMD's came out.
