This is probably FAQ stuff, but....

What is the IWWCC (?) (or whatever) and what does it stand for.

Are there specifictions or utilities available for NASCAR racing to...

   paint cars using a different paint program than that supplied?
   to configure opponents using a normal text editor (or otherwise)?
   create new tracks?
   etc...

Well, yeah, but we're too busy racing to make one. :)

Yep. Any paint prog that supports .pcx files (Paint Shop Pro is a good
one).

Check \cars94\drivers.txt - the two numbers for each attribute are min
and max random values assigned to each car each time the game is run.

No. I'd like to create a figure-8 track myself, but apparently it's just
too difficult.
