Indy 500 vibration feeback wheel in ME?

I just bought this wheel on sale and am having trouble getting it congiured
in Windows ME. It is reported as being not connected even though it is
plugged in. I set up a custom controller as mentioned in the (short)
documentation with no luck. Has anyone been able to get it working? It's
going back soon if I don't get any help.
