I have searched high & low for this. Where do you or can I find
a copy of this ?

If I remember right (think I saw it in Inside Winston Cup), you have
to be a member of NASCAR, and then purchase the rule book, and I
belive I heard it was $125.00 or so.  They don't sell them to the
general public though.

 With all the inconsistant calls week to week, I always figured they
make them up as they go along.

They are printed for (and distributed by) NASCAR itself for each
series.

I don't believe they are available to the general public, but there's
no great secrets in the rulebook either, so I don't see that there'd
be any reason (other than the inherent impracticality of dealing with
the public on a onesy-twosy basis) that would make NASCAR guard the
book closely.
