Can someone point me in the direction of 96 carsets for both Indycar II and NASCAR.

As of now, I don't think there are any 1996 PPG or IRL IndyCar sets.
The sole 1996 NASCAR set that I know of is at the IWCCCARS Project
home page (http://www.xmission.com/~iwcc/project.htm).
