ok...drive around monaco and press ALT-D couple times...thats
buttons which activate/disactivate the tunnel...and whats great it
throws U nice buildings along too ;-)

but looks like if the game disables that much details already... U
really dont want to see the tunnel and rest of the
buildings...theyre probably gonna slowwwww your game down.

...But hey....give it a shot...

Try increasing the trackside detail level (Alt-D during a track
session). I'm not sure why, but I think it will make the tunnel
appear....

Try what I did. Deselect all drivers so you are in demo mode, set
graphics to SVGA, select all details, mirrors, etc. and set to manual.
Then fire up a non-championship race at Monaco and beholg the stunning
graphics and that beautiful view of the harbor just before you get to
the hotel tunnel. Of course my frame rate was running around 2 fps, but
oh well, it was fun to watch.
