For *** I run this 1700+ at 2.4ghz (3500+ rating, 5830 3dmark2003-330).
I think this idea of altering speed of components to match the application
is the way to go, but making it convenient is key. As it is, I have to
reboot, change things in bios, toggle the pump power, diddle with fan
speeds, it's annoying.
What's needed is a controller card of some sort with a few relays and power
transistors controllable in software. Nvidia is testing a 'softfsb' utility
for the nforce2 boards that will help, but there is still the issue of core
and chipset voltage settings: current chipsets have no capability of
controlling voltages without a reboot, as far as I know. At the least I'd
like to see a bios capable of defining two separate groups of settings,
choosable with a single menu option.

They do for mobile chips. The Centrino would make a fantastic low power
desktop solution
