After being " TIMED OUT" of yet another exciting race i was wondering if
anyone knows if this effects our skill level. Not that I am ***ing cause
I am a 4 and I still suck so skill level means little except that I am a
Vetern, I guess.

Not fast but I guess i am fairly clean and a little lucky.

It does effect your skill level in a minor way.  The skill level calculation
uses the best 8 of your last 10 races.  This ignores two bad races or
perhaps, two system glitches.

If you get "timed out" in the later stages of a race, you are credited with
the laps you have completed and your finishing position in that race may
still result in "positive" skill points.  Of course, if you got "timed out"
2 laps from the end while leading a 32 car field of 6s all of whom were on
the lead lap and they all finished the race, than that might delay your
skill level advancement for a race or two <G>!

The best way to improve your skill rating is to finish races.  I got
caught in a first lap "incident" last night but I stuck it out at
the bottom of the track and ended in 3rd!  The drama for me was that
I miscalculated my fuel and the projected laps was 1 less than the
remaining laps (and 4th place was still around).  I had to slow enough
to get lapped by the leader without letting 4th get by.  You don't discover
these things if you <ESC> after your first incident.

Very good point! Seems like a lot of drivers just drop out the first time
they sustain damage, especially in those Talladega pickup demolition
derbies. In one of my first races at C***te, I dinged a fender about
halfway through the race, but still managed to finish in first.

I was told by Papyrus that if you fail to qualify, i.e. qualifying speed is
shown as 0.00 and you do not start the race (DNS), then the skill rating
system ignores that score completely.

the hood bent up. Had to stay out there and ended up finishing 3rd out of
over 20 guys. Just like that pink bunny, kept going and going.

Well, I had that happen to me once, I was in the lead, got taken out by
someone, and blew my engine when I geared down too far trying to get the
car back up to speed.
