   I'm looking for a small program or two that will take the screens from
sims and or Windows Desktop and allow me to circle an area with some sort
of outline to draw attention to a problem.   I've found plenty of screen
grabbers, plenty of text editors...but what can I use to mark a section of
the screen so I can send the picture to another user?
  Windows Paint only works with .bmps so that's out...Irfanview is good for
viewing and resizing and converting file types, but it doesn't have any
painting functions that I know of to mark the image.

  any ideas?

Dave,

Most of the car painters and track builders use Paint Shop Pro as their
graphics program of choice.  In fact, the original cars in NR03 were painted
with it.

You don't have to purchase the full version of PSP, you can download a
"shareware" version from the JASC website:  http://www.jasc.com/default.asp

This is a relatively simple graphics editing program with a complete set of
"tools" including a free-hand "drawing tool" that should work perfectly for
your needs.

Finally, something I can offer some advice on! In addition to the
excellent suggestions already given, you should get yourself a good
graphics file converter. The one I use on the Mac (also available in
Windows flavor) is Lemke Software's "Graphic Converter," but there are
many more choices for the PC, including Etrusoft's FREE Easy Graphic

Hi Dave,

I would suggest you take a look at the gimp (http://www.gimp.org). It
can do screenshots of windows, desktops and has many drawing
functions, filter tools, macro capability and tons more.
