Creating a newsgroup is a lengthy process, involving a discussion
process where you have to make a charter for the group and where its
merits are debated. You could look at the charter I wrote when I
proposed rec.autos.simulators to get an idea. If that period goes okay,
then you can organise a vote. To pass, each group must have at least 100
more yes votes than no votes, and at least 2/3rds of the total votes.
The groups you have suggested won't even get that far, because binary
groups are not allowed in the rec.* hierarchy.
A while ago I created alt.binaries.simulators.autos for auto-sim related
binaries. If you don't receive this group, then contact your ISP and ask
them why.
Note, creating groups in the alt.* hierarchy is a lot easier, involving
a discussion period in alt.config and then issuing a group create
command if no objections are raised. Nascar related subgroups to a.b.s.a
could be proposed, although I suggest that you consider something like
the "openwheel" and "stockcar" suggestion made by Fran=E7ois M=E9nard. I.=
e.,
alt.binaries.simulators.autos.openwheel and
alt.binaries.simulators.autos.stockcar.
