Ok guys, lets try this again.
Went to computer show and picked up the following:
Asus P4T-E mb
P4 1.6
256 rambus
ATX midi tower w/ 300 watt power supply
Under $400.  Good deal?

Using my old HD-20 gig WD, G-force 2 32mb, TBeach sound card, 50 something
CD
rom, network card(cable)
1st question- Should I use my old AMC game card or plug my wheel into sound
card?
2nd- My friend has XP pro, is that a good gamming platform or should I stick
w/ 98?
All I use this computer for are sims N4, N2002 & GPL.
And a little surffing.
Any input you can offer is welcome.
             Thanks guys, Doug D

Looks like you did fine on the hardware buying.
As far as the wheel goes, ya didnt mention what one youre using. Im pretty
sure that theres a serial to USB adapter you can pick up to avoid plugging
into the sound card. (somebody kick me if im wrong, its been a long time
since ive diddled with those setups)
Keep Windows 98 and save up for a G3. When the G4's have saturated the
market, the G3's will drop in price fast. The extra 32mb of ram on the vid
card will help more than a new OS.
