Does Top Speed Toolbox for Nascar 2 do anything that N2hq doesn't?

If so, is it worth buying?

All the utils in that 29.00 P.O.S. can be found on the net. So don't waste
your money!
I hope these guys get in serious trouble for this since they didn't seem to
aknowledge anyone for their services in creating these utilities
