When I try to adjust the amount of fuel I'm gonna take in Nascar, it will
only go down to 21 gallons. Is this a problem in the program? I would
appreciate any help.

Thanks in advance

I think you will find that it is the fact while you are trying to
change it you have 21 gallons in the tank. The pit crew doesnt like to
ciphon the gas out so they dont let you go any lower than what you
have in the tank.    Dave

You probably had 21 gals when you made the pit stop. You can't take out
fuel on a pit stop. Go to the garage before the race and set your initial
fuel there.
