  On tracks that seemingly have no bumps (all of them), I wonder how much
difference this setting actually has.

There are lots of bumps at monaco.  I gained alot of speed around
several left handers by softening the springs on the right hand side.
I then went back and stiffened the springs and softened the dampers so
that I could get the same effect but further reduce my ride height.  I
managed to trim nearly a second from my time with just softening the
springs.  And you could actually feel the bumps (or rather feel the
car break loose even though there was no throttle or break applied and
no change in turn rate).  If the car breaks loose half way thru a turn
under a fixed wheel with no throttle or break it is probably a bump.

Also after softening the springs you can kinda feel the back of the
car shimmey but not break loose at the same spot.  Kinda makes sense
that monaco is bumpy being as it is a city track.
