What Setup do the computer driven cars use and is there any difference
between rookie and ace ?

What setup is used for Quick race ?

Rookie and Ace - just speed of A1.
Setup is default for A1
there are a number of good setups available on the net.

You can go much faster then A1 with good setups.

The computer car setup is stored in the trackfiles. As far as I know it is
identical on all levels, so other factors (power..) will make the cars faster.

The setup you last loaded in a practice session (at least that's how I determine
the setup that I'm going to use in a quickrace)

No thanks, just visit my GP2 page:

The computer car set ups can be seen with Paul Hoad's GP2 track editor.
They're different for each track.  Find a link at grandprix2.com.  BUT, you
shouldn't expect the same results.  Try Eric Cote's setups, also at
grandprix2.com.  Good luck.
