Check out the README.TXT file for some info on this, but basically:
Yes, you need to turn your speakers up louder for NASCAR 2 than you
did for N1...

I'd try one of two things first:

1) Run the sound through my keyboard.

2) Close the capslock jumper on my sound card.

If neither of those work, go to the Sound Configuration
menu and make sure the volume levels are set to 100%.

Do NOT set the spotter volume to 100%! That will cause the other
sounds to become too faint. (Read the README.TXT file...)
