N2: Need Blue "move over" flag

This was a problem in N1 and I thought it was sorta addressed in one of
the patches.  But at tracks where aerodynamics are important
(Talladega), the "crippled" AI cars NEED to get out of the racing
groove.  I am tired of having an excellent race turn into a mess just
because the leaders end up getting in line behind a car without fenders.
It may take them 5-10 laps before one of them may pass this cripple.
Even if he is running a full second or so off the pace.  This may be
easier to pull off than "smartening up" the AI to pass the slow guys.
Just "throw" a switch that says if this is an aerodynamic track AND AI
car is damaged, AI car uses one of the slower "grooves".  

It sure would be nice....

Try using the alternative AI available at the PITS for Talladega - this
promotes much more passing.
