It won't allow you to import a 1024, but when you import your quality 512 tga to a car, then save it with this setting, it will look like the tga you painted, not blurred.

I believe that just disables texture compression. I dont think it will
allow a 1024x1024 texture to be imported.

The texture has to be in bmp format. Any size is accepted as long as
the width and height are a power of 2. Keep in mind that a 1024x1024
uncompressed 24-bit texture eats up 3 MB of texture RAM while a
compressed 2048x2048 texture needs only 2 MB and may look better!
