I forget how you cure this, but a search of deja.com gave me the answer
when I needed it. Had to trawl a bit though.

From Windows help file
The Remember Password or Save Password option is available only if you have
a password set up for Windows 98. If you do not want to set up a password,
you can create a blank password.
To create a blank password for Windows 98
Click Start, point to Settings, click Control Panel, and then double-click
Passwords.
On the Change Passwords tab, click Change Windows Password, and then click
OK.
In the Change Windows Password dialog box, type your old password (if you
are already using a Windows password) in the Old password box.
Leave the New password and Confirm new password boxes blank, and then click
OK.
Restart your computer.
